The city shall have, for the purpose of carrying out any of its powers and duties,
power to acquire by gift, bequest, purchase or lease, and to own and make use of within
and without the city and state, lands, buildings, other structures and personal property,
including any interest, right, easement or estate therein and in acquiring such property
to exercise, within and without the city but not without the state, the right of eminent
domain, as hereinafter provided in this chapter. In any acquisition by eminent domain
or purchase the city may provide relocation assistance in city projects in which federal
