§ 15.03. Rules and regulations to be filed.
All departments, boards, commissions, officers and agencies of the city, authorized to make rules and regulations by this or any previous charter of the city or by the general laws of the Commonwealth, shall within three months after this charter takes effect file with the city manager copies of all such rules and regulations previously issued by them and in force on such day and shall thereafter file with said city manager copies of all rules and regulations and amendments thereof subsequently issued by them upon their issuance. It shall be the duty of the city manager to keep in his office for public inspection a well indexed file of the rules and regulations so filed.
