§ 3.12. Emergency ordinances.

  • Except for ordinances appropriating money exceeding the sum of one thousand dollars, imposing taxes, or authorizing the borrowing of money, if, in the opinion of council, an emergency exists, an ordinance pertinent to the emergency may be read a second time and passed with or without amendment at the same meeting at which it is introduced, and no publication or specific time interval between introduction and passage is necessary. An emergency ordinance must contain a specific statement of the emergency claimed, and must be passed by a two-thirds affirmative vote of the members of the city council present. (Acts 1971, Ex.
