§ 4.03. Powers of appointment and removal.

The city manager shall appoint for an indefinite term and remove, except as otherwise provided in this charter, the heads of all departments and all other officers and employees of the city; provided, however, that such powers shall not extend to the employees of the school board and provided further that, where the council is given power by this charter to establish an advisory board or advisory commission for any purpose, the council may provide for the appointment of the members of such board or commission by the city manager or by the council, and for the appointment by such board or commission of its employees and may specify which, if any, of such employees shall not be included under such personnel regulations as may be established by the manager for the service of the city under chapter 8 of this charter.
