§ 5.07. Transfers of appropriations.

The city manager may at any time transfer any unencumbered appropriation balance or portion thereof within the accounts of an office, department or agency. The council when advised of the details by the city manager may by duly docketed resolution transfer any unencumbered appropriation balance or portion thereof from one office, department or agency to another.
