Pursuant to the authority granted by section 46.2-1313 of the Code of Virginia (1950),
as amended, section 46.2-341.26:5 of the Virginia Code, as amended, which relates
to the qualifications and liability of persons authorized to take blood samples for
the purpose of determining the blood's alcohol and/or drug content, and the procedures
to be followed in taking such blood samples, is hereby adopted and incorporated in
its entirety into this chapter as if it were fully set forth herein. (Ord. No. 3909,
