Any duly authorized officer, employee, or representative of the engineer or the director
may, when granted permission by the owner, or some person with reasonably apparent
authority to act for the owner, enter and inspect any property, premises or place
at any reasonable time for the purpose of investigating or testing either an actual
or suspected source of noise pollution, or of ascertaining the state of compliance
with the chapter and regulations enforced pursuant thereto. (Code 1963, Sec. 22A-9)
