The community and policy management team created by section 12-12-1 shall consist of eight members. Six of the eight members shall be the following public
officials or the designees of such officials: the city manager, the executive director
of the Alexandria community services board, the director of the Alexandria juvenile
court services unit, the director of the city's department of health, the director
of social services within the city's department of community and human services, and
the superintendent of schools. The remaining two members of the team shall be a representative
of a private organization or association of providers of children's or family services
which provides such services within the city on a continuing and consistent basis,
and one parent representative. A person who is employed by a public or private program
which receives funds pursuant to the Children's Services Act, Virginia Code § 2.2-5200,
et seq. or by an agency represented on the team may serve as a parent representative
only if the person does not, as a part of such employment, interact directly on a
regular and daily basis with children or supervise employees who interact directly
on a daily basis with children; however, the foregoing restriction regarding a parent
representative shall not apply to foster parents.
All members of the team shall be appointed by city council and shall serve for a term
of two years; provided, that the private provider representative and the parent representative
member shall be appointed by council, upon the recommendation of the public official
members of the team. All members of the team shall file the financial disclosure form
required by section 2-5-11 of this code, and their filing shall be in accordance with the provisions of said
section. Any vacancy occurring in the provider representative or parent representative
positions on the team shall be filled for the balance of the unexpired term in the
same manner as original appointments to such positions are to be made. Members of
the team shall serve without compensation, but may receive such reimbursement for
