The board shall meet at least bimonthly. In addition to regularly scheduled meetings,
it may meet at the call of the chairperson or on the petition of at least one-half
(½) of the members. In matters concerning the procedure for meetings not covered by
this chapter, the board may establish its own rules, provided they are not contrary
to the mandate or spirit of this chapter. The board shall render each year to the
city council a written report of its activities under the provisions of this chapter
along with such comments and recommendations as it may choose to make. (Code 1963,
