The city council shall, except during the months of July and August, hold regular
meetings on the second and fourth Tuesdays in each month at 6:00 p.m.; immediately
after the beginning of the regular meeting, city council will convene in closed session,
if needed. The non-executive session docket will begin at 7:00 p.m. at all regular
meetings of city council; provided, however, that when any such day shall fall on
a legal holiday, the meeting shall be held on the next succeeding day; and, provided
further, that no regular meeting need be held on the fourth Tuesday in December. (Code
