The city council recognizes that the several citizen boards, committees and commissions
provide useful and meaningful citizen participation in and assistance to the government
of the city and that such participation should be enhanced and strengthened. To improve
the existing committee system and to enhance its role in the discussion and resolution
of important matters of public policy, the council finds that it is desirable and
necessary to establish certain basic procedures for the conduct of the committees'
work, to provide a mechanism for the provision of adequate staffing and funding and
to consolidate and reorganize the relationships between the city council, the city
manager and the several committees. The purpose of this article is to accomplish the
foregoing and nothing in this article is intended as or shall be deemed to be a derogation
of any substantive right, function or power enjoyed by any committee under any provision
of law.
