A reasonable time prior to the date set for receipt of proposals, public notice shall
be given by posting on the Commonwealth of Virginia's Department of General Services'
central electronic procurement website or other appropriate websites. Notice may also
be published in a newspaper of general circulation in the area in which the contract
is to be performed. In addition, proposals may be solicited directly from potential
