Any person desiring a permit to collect, transport or dispose of any solid waste, ashes, yard debris or recyclable material in the city shall make application to the director. Each application shall contain the name, address and telephone number of the place where the applicant proposes to maintain his equipment and vehicles, and number and description of vehicles to be used.
