The director is hereby authorized to enter and inspect any premises, except the interior
of any residence, and vehicles in the city used by an applicant for a permit or a
permittee in the business of collecting, transporting or disposing of solid waste,
ashes, yard debris and recyclable material. Any inspection shall be made during business
hours and only with the consent of said applicant or permittee for the purpose of
enforcing the provisions of this article and for no other purpose. (Code 1963, Sec.
