Where reasonably appropriate and required by the engineer, an industrial user shall
provide and implement best management practices. The authority, acting through the
engineer, shall have the authority and responsibility to enter upon the property of
any industrial user, at any reasonable time, for the purpose of investigating whether
the user is following the required best management practices. Best management practices
may be part of the industrial user permit issued to industrial users. (Ord. No. 4501,
