The city council may establish certain city owned parcels used for providing open
air off street parking for vehicles as metered parking lots by adopting a resolution
designating the location of the lot, the hours and rates to be used for the meters
in the lot and any other necessary regulations for such meters. The traffic and parking
board shall review the proposed metered parking lot and provide a recommendation,
including hours and rates, to the city council prior to the adoption of such resolution.
