Whenever the city manager or his duly authorized representative declares a snow emergency of any level, parking restrictions on any street or portion thereof designated a snow emergency route shall go into effect two hours after such announcement. Notwithstanding the foregoing, no vehicle parked in a designated snow emergency route shall be impounded earlier than 7:00 a.m. on any day when the snow emergency declaration was made later than midnight.
