In documentation accompanying the application for the permit, provisions for the control
of contaminated land, in accordance with the city code, administrative procedures
for control of contaminated land dated October 26, 1976, and Ordinance No. 2135 adopted
by council November 23, 1976, and as they may be amended from time to time, shall
be described when the site is in an area contaminated by a toxic substance and hazardous
