Any person violating a provision of this chapter shall be guilty of a class four civil
violation as set forth in city code section 1-1-11(b)(4), to be assessed by the department of transportation & environmental services.
In the event any tow truck service is assessed two civil penalties hereunder for violations
at the same property, the department of transportation & environmental services shall
issue a written warning to the property owner at the address of record in the tax
records for the City of Alexandria. In the event a violation at a property that has
been issued a written warning occurs within six months of the issuance of such written
warning, the property owner shall be guilty of a class four civil violation as set
forth in city code section 1-1-11(b)(4), separate from and in addition to any penalty that may be assessed against
