Every dealer buying from off-the-street or walk-in sellers shall provide to the chief
of police within 24 hours of the time of purchase, in a manner prescribed by the chief
of police, a legible and accurate description of every article or thing required to
be entered in a record provided for under the preceding section. The record of transaction
shall set forth the dealer's permit number, the driver's license number or social
security number of the seller or pawner, together with a description of the person
selling the same including the hair color, sex, race, approximate height, weight,
date of birth and any distinguishing features, together with a reference to the transaction
or invoice number where the original entry required by the preceding section was made.
