§ 5.13. Competitive bidding.

Before the city purchasing agent makes any contract, he shall give ample opportunity for competitive bidding, or competitive negotiation, under such rules and regulations, and with such exceptions, as the council may prescribe; provided, however, that the council shall not except individual contracts, purchases or sales from the requirement of competitive bidding or competitive negotiation.
