Any person violating any of the provisions of this chapter shall, upon conviction,
be guilty of a class 1 misdemeanor and shall be punished by a fine not exceeding $2,500
or imprisonment not exceeding 12 months, or both. Violations of the provisions of
this chapter may also be restrained, prohibited or enjoined by appropriate action
or proceeding. Notwithstanding the above, no provision of this chapter shall apply
to employees or agents of the United States, the Commonwealth of Virginia or the city,
or of any agency or department of these governmental units, including city police
