§ 12-5-2. Composition; appointment; term; chairperson; vacancy.

  • The board shall consist of nine (9) members appointed by the city council; three (3) of which members shall be tenants of dwellings or dwelling units within the city, at least one (1) of whom shall be a person having a low income; three (3) of which shall be landlords or representatives of landlords of dwellings or dwelling units within the city; and, three (3) of which shall be residents of the city who are neither landlords nor tenants, at least one (1) of whom shall belong to a minority group. It shall not be necessary for more than one (1) of such landlords or representatives of landlords to be a resident of the city, providing they own or manage rental property located within the city. Four (4) of the members, as determined by lot among the appointees, shall serve an initial term of one (1) year. Otherwise, the term of service shall be two (2) years. Any vacancy shall be filled by the council for the unexpired portion of a term. The council shall designate one (1) of the members of the board as chairperson. Successor chairpersons shall be chosen by a majority vote of all the members of the board. (Code 1963, Sec. 2-143)
