The commission shall consist of 16 members appointed at large by the city council,
one of which shall be a youth member, between the ages of 16 and 24. Members shall
be appointed for terms of three years each which shall expire as of May 31. Any vacancy
shall be filled by the council for the unexpired portion of a term. A chairperson
and a vice chairperson shall be chosen by a majority vote of all the members of the
commission. Members shall serve without compensation but may receive such reimbursement
for expenses as the council may from time to time allow. (Code 1963, Sec. 2-153; Ord.
