The engineer will evaluate the application and any data and other information furnished
by the user, and may require additional information. Within 60 days after receipt
of a complete wastewater discharge permit application, the engineer will determine
whether to issue a wastewater discharge permit. The engineer may deny any application
for a wastewater discharge permit if he determines that the discharge will not comply
with the requirements set forth in this division or in federal, state and local law.
